What Will You Do?
Bixal seeks an Operations Manager for a four-year USAID-funded program. The Operations Manager will lead day-to-day financial and operational management of the contract, including accounting, reporting, subcontracting, HR, project logistics, contractual, and administrative aspects of buy-ins and administrative functions. The Operations Manager will have experience in finance, operations, administrative management of international donor programs, and experience managing day-to-day operations on USAID-funded programs.
Responsibilities:
Monthly cash management, accounting for all costs according to USAID regulations, cash flow projections and budgets.
Liaises with the bank and suppliers to improve efficiency of operations.
Manages payroll for the company in Ghana.
Maintain oversight of finance, procurement, human resources, and operational activities of the local office.
Preparation of the monthly fund request to the Bixal home office
Coordinates proper payments due to consultants, vendors, and subcontractors as applicable; ensures invoices and supporting documentation and required approvals are in place before payment.
Follows the programs Field Office Authority Matrix and Finance Manual.
Establish procedures for stewardship of financial operations, including accounting/banking, payroll, subcontracting, procurement, etc.
Ensure all activities and operations maintain compliance with local laws and USAID rules and regulations.
Provides financial oversight of project expenditures and advises on funding availability for project procurement of goods and services as needed.
Ensures timesheets are complete and vacation and sick days are properly tracked for all staff.
Develop, execute, and manage consultant, subcontractor, venue and event management and vendor agreements, authorize and approve payments to consultants, subcontractors, and vendors.
Provide direction and support to the logistics specialist on event management.
Assists in budget tracking, as requested by supervisor.
Ensures sufficient funds are available in the local bank accounts and provides reconciliations as requested by the supervisor and/or the home office accountant.
Execute all budget and financial tracking and reporting requirements and respond to related inquiries by USAID and the Contractor Home Office in a timely fashion.
Prepares quarterly and yearly financial reports as needed.
Maintains all financial records, receipts, and vouchers.
Informs Chief of Party and home office of any financial irregularities.
Supports the Chief of Party in managing the financial and operational aspects of contract buy-ins.
Other financial tasks as requested
Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal’s business in each of the areas that it works.
Qualifications:
Master’s degree in economics, accounting, or other relevant field.
At least 8 years of experience managing finance, procurement, accounting, operations, logistics and/or human resource of international development programs.
Demonstrated experience working on USAID-funded projects.
Demonstrated experience overseeing the financial and operational aspects of contract buy-ins.
Recognized expert in accounting and management.
Able to advise teams on financial systems and use online systems to account for costs.
Strong written and verbal communication skills in English and French.
Superior organizational skills and attention to detail
Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
Demonstrated knowledge of Ghanaian tax and accounting laws and regulations.
