Job Description

Our client, an international relief and development agency with presence in multiple countries including USA and Ghana facilitating healthier, more fulfilling lives in communities struggling with hunger, poverty, disaster, and disease, is seeking an Operations and Program Compliance Director to join the Team.

Responsibilities of the role include:

The Director, Operations and Program Compliance is accountable for all business operations of the Africa Regional Office located in Accra, Ghana. The Director, Operations and Program Compliance is responsible for the management of all aspects of the Africa Regional Office operations and infrastructure, including development and management of administrative policies and protocols in alignment with our core values and the achievement of company’s strategic plan; financial management and reporting; procurement; human resource management; and compliance with national and local regulations. The Director, Operations and Program Compliance will set up and oversee systems that are linked to and aligned with organizational financial and administrative policies and systems. In addition, the Director, Operations and Program Compliance will direct and manage external financial and compliance audits of grant-recipient partners’ projects, in line with our Board policy governing external audits and our evolving organizational risk management plans.

Management of Africa Regional Office:

Supervise Finance and Operations team at Africa Regional Office, including Office Manager, Office Assistant and Transportation Specialist
Responsible for financial management of Africa Regional Office operations:
Liaise with Vice President, Finance to ensure alignment with organizational financial procedures and compliance
Develop and manage the office budget and expenditure
Maintain and strengthen banking relationships
Strengthen financial record-keeping and timely reporting
Ensure month end close procedures are followed and applied correctly
Conduct a quarterly cash flow analysis and request the appropriate cash transfers from Head Office
Ensure compliance with local Not-for-Profit and Non-Governmental Organization regulations
Oversee office contracts; office maintenance and expenditures; and office assets, including transportation/vehicles
Lead human resource management
Serve as primary administrative contact and support for all Ghana-based staff
Supervise and mentor operations staff
Responsible for implementation of HR policies and procedures, including maintenance of local personnel files; payroll and benefits management; oversight of local insurance; administration of paid-time-off (PTO) benefits for all Ghana-based staff
Ensure logistical support for meetings held in Ghana, including visits from staff, partner training meetings and other events

Management of External Audits and Compliance: Program Partnerships:

Schedule and oversee required external compliance audits of program partners’ grant-related projects as per Episcopal Relief & Development external audit policy and risk management plans
Develop annual external audit compliance budget and execution plan with Vice President, Global Program Operations
Establish external audit schedules and coordinate partner-focused communication with Episcopal Relief & Development program officers
Coordinate with grants finance team regarding budget allocation for external auditors’ contracts
Initiate and manage contracts with external auditors, including developing relevant budget and scope of work for each engagement; setting up and managing bids; engaging auditor and monitoring audit process; and ensuring agreed scope of work is delivered on time and on budget
Ensure successful audit process with program partner, including managing communications and diplomatic relationships with program partner staff
Develop post-audit reporting that clearly communicates audit findings to both internal program team and external program partners, in order to highlight necessary corrective measures and provide guidance to program partners’ institution strengthening and internal control functions
Liaise with Vice President, Finance and grants finance team regarding observations from partners’ financial reports
Make recommendations to the Vice President, Global Program Operations on any revisions or updates to organizational risk management policies and procedures, including training for program and partner staff on risk mitigation opportunities
Maintain a roster of audit and capacity-building contacts, and build new relationships with auditing firms

SUPERVISORY REQUIREMENTS:

Supervises three (3) staff at Africa Regional Office
Engage and oversee key deliverables of consultants, vendors and auditors

Requirements

A Bachelor’s Degree in accounting, finance, public administration or related field, and/or equivalent experience.

Ghanaian citizenship or residency with work authorization is required
Must live in Ghana and be able to commute to the Accra Office
A minimum of five (5) to seven (7) years of experience developing and managing audits and financial reporting with implementing program partners
A minimum of three (3) years of experience in non-profit finance roles
A minimum of two (2) years of direct supervisory experience
Understanding of international non-profit accounting and financial requirements essential
Proven experience with budgeting and financial reporting
Experience with operations management
Experience with supervising audits in diverse international contexts
Strong background and experience with audit methodologies
Experience in capacity development and systems strengthening
Ability to manage, lead and motivate staff members
Adept at managing complex or difficult situations with tact, diplomacy and good humor
Excellent written and oral skills
Self-starter with strong management and organizational skills
Advanced ability to establish and build relationships with a diverse array of professional and community groups
Proven ability to collaborate effectively and produce high quality work as part of team
Fluency in English essential; Spanish, Portuguese or French also helpful

Benefits

USD 6,000 to 9,000 monthly salary
