Job Description

The Finance Manager will be responsible for providing financial and operational support to Opportunity International Ghana and managing the revenue and expenditures for the Mastercard/First+ Project. This position will maintain the integrity of the accounting records and ensure compliance with the organization’s policies and procedures.

RESPONSIBILITIES include the following. Other duties may be assigned.

Maintain and record daily financial transactions in the accounting system, ensuring project and account coding accuracy.
Ensure appropriate documentation for all transactions and maintain proper record retention.
Manage general accounting functions such as accounts payable, accounts receivable, petty cash, accruals, and fixed assets management.
Prepare bank and other balance sheet reconciliations on a timely basis and resolve any outstanding items.
Prepare monthly and year-end account reconciliation and analysis.
Prepare monthly financial and ad hoc reports, as required by the Program Managers and Responsible Executives.
Assist in preparing schedules and analyses for the annual financial statement audit process within the associated deadlines.
Administer all procurement and expense management policies and procedures to ensure effective internal controls and make recommendations for policy improvements and updates.
Collaborate with local and global staff on project expense inquiries, grant balances, budget modifications, and other general inquiries.
Review supplier invoices and employee expenses/liquidation reports for completeness and accuracy and initiate needed disbursements.
Coordinate with the US Finance staff to invoice donors for payment and follow up on unpaid billings.
Review and ensure appropriate approval for time sheets related to project work.
Authorize the transfer of expenses into and out of project-related accounts/funds
Close out project accounts upon project completion
Assist in preparing the annual operating budget and developing budgets for grant proposals and applications.
Work with the Regional Accounting Director to ensure all tax obligations are filed and paid on time.
Address regional and US management issues and escalate persistent work condition issues.

QUALIFICATIONS

Bachelor’s Degree in finance, accounting or related specialty.
5 -8 + of accounting experience.
Excellent computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
Demonstrated ability to manage multiple assignments, set priorities and work well under pressure of meeting deadlines
Evidence of the practice of a high level of confidentiality.
Experience managing USAID grants is a plus
Strong organizational skills & attention to detail.
Strong communications ability and commitment to teamwork.
Proven financial statement reporting ability.
Ability to establish and maintain relationships with vendors, donors and partners.
Commitment to the mission and vision of Opportunity International.

LANGUAGE SKILLS

Written and verbal fluency in English required, fluency in French or Spanish desirable.

TRAVEL REQUIREMENTS

10% Local travel as necessary to communicate with vendors or partners.
