In Ghana, PROPEL Health will focus on the following broad results areas:

Improve environment for government stewardship, accountability, and transparency, and
Ensure evidence-based advocacy approaches are used to promote and implement best practices in health policy, financing, and governance
Background to the Assignment
Unmet need for family planning (FP) and reproductive health (RH) services is a significant problem associated with illness and preventable deaths among women and neonates, reduced individual and household socioeconomic attainment, and excess demand for healthcare resources. In many low- and lower-middle-income countries, the supply and provision of FP commodities and services are heavily dependent on external donor funding, with lagging domestic government budgetary allocations. Consequently, the funding needed to scale up and sustain the provision of FP and RH remains limited and unsustainable. Over the last decade, the global FP/RH partnership platform FP2020 and, since 2021, FP2030 served to mobilize budgetary commitments from national governments to improve the procurement of commodities and access to FP/RH services. However, converting the commitments to actual budget disbursements has remained challenging in most countries, notwithstanding some welcome exceptions.
In Ghana, the government is determined to ensure equitable and timely access to quality family planning (FP) information, products, and services among all people of reproductive age. This is backed by a clear political will and leadership solidified by Ghana’s FP2030 commitments, which seek to: improve the implementation of FP benefits within the National Health Insurance Scheme (NHIS); increase government procurement of FP commodities through domestic financing (10% of need by
2026, 20% of need by 2030); increase modern contraceptive prevalence rate (mCPR) among married women/women in the union from 30% in 2020 to 44.4% by 2030; reduce unmet need for contraception among adolescents; and ensure social and behavior change communication activities focus on a rights-based approach.
Even with the government of Ghana’s FP2030 commitment to increase domestic resources for FP commodities (i.e., procure 10% of need by 2026 and 20% by 2030), a recent assessment by PROPEL Health projects a US$7 million funding gap for contraceptives by 2030. Consequently, to address the increasing FP unmet needs, new funding sources must be identified. However, advocates working with government partners face the challenge of significant fiscal constraints, with many sub-Saharan low- and lower-middle-income countries significantly indebted and facing large fiscal deficits.
Purchasing FP services from out-of-pocket expenditure is not feasible for all socioeconomic groups, especially for long-acting reversible methods, which offer personal benefits while remaining costly for poor and vulnerable women. In many settings, though there is a long history of social-marketed products in the private sector offering higher quality at reduced cost, there is still room for scale in anticipation of increasing modern contraceptive prevalence rates.
With plateaued external financing and limited domestic fiscal space, there is a need to rethink how the unmet need for family planning services will be reduced. To inform the prioritization of alternative private funding sources for FP/RH funding in Ghana, PROPEL Health is seeking a qualified consultant to conduct a comprehensive fundraising market analysis for Family Planning/Reproductive Health (FP/RH) in Ghana.
